A state that is neither the core of the world-system nor its periphery - one that perpetually claims central status while remaining structurally dependent on raw material exports. And it is precisely during hegemonic transitions - and we are living through exactly such a moment - that semi-peripheral states find themselves most exposed: the old niche contracts, the new one never opens.
