Anyone who has commissioned a STP or ETP will tell you the same thing eventually: the plant is only as good as the equipment sitting inside it. You can nail the process design, get the tank volumes exactly right, and still end up with a plant that underperforms because someone picked the wrong pump, undersized the blower, or bought diffusers that clog within a year.
