Just like in the United States, state law has historically and continues to govern surrogacy in Mexico. Since Tabasco was the only state in Mexico where surrogacy was permitted, it was for many years the preferred state for international intended parents. Surrogacy in Mexico, though, quickly adopted new rules that restricted precisely who may enter into a surrogacy agreement within the state of Tabasco, following the example of other international surrogacy programs.
